Importantly, it doesn't look at all like it was a publicity thing. They just decided it was worth doing and did it; the reporter probably found out about it from the family afterward. Hard for me to be curmudgeonly about that.
Even when the newspaper contacted them, they declined to comment; that's definitely not publicity-seeking behavior. My read on it is that the family and/or the friends who were involved probably contacted the paper to say "here's some good news for you to write about".
Note, Pixar: this is the kind of thing you WANT to have a live-answered line for. Yeah, it's a pain in the ass, but something like this will pay you off in about ten times the money it would cost to keep those lines open. This person got lucky and found a way to do it; make this kind of positive spin easier.
